This is the standard mesmerize spell used by Psionicists. It shifts the opponent out of time, and right out of combat as well. The opponent will be fully healed once in phase space. However, there is a debuff that remains applied even when the mesmerize breaks: The target is slowed and snared (not unlike Temporal Shift). Only one entity can be shifted out at a time.

Incoming damage will bring the target back into phase, but the movement and attack penalties will be applied for the entire duration. After 4 sec an out of phase target will begin to rapidly regenerate life.
