A zone of Qalia. The zone can be reached by following the high river along River Valley, or by entering from the west.
When entering through River Valley, you will find that the Palace of Erthena blocks almost the entire path. However, skirting the north wall of the Palace should allow you to pass.
Beyond the Palace, you drop down into an arid valley occupied by Minotaurs. An outpost simply named Bounty Hunters providing quests can be found just past the Palace on the south side of the valley.
