In Civic Diplomacy, an NPC's Station combines with the available Conversation types to create Levers. Levers are the grand and ponderous instruments which the Civic Diplomat attempts to operate.

When a lever reaches a certain threshold (currently all are believed to be 40), a city-wide buff will trigger and refresh as long as the lever is above 40. These Civic Benefits constantly refresh on every player within the Diplomacy area (usually a town) and last for one hour after leaving the area. Levers automatically decay towards their initial point over time. The lever initial points seem to range from 0-10. The decay rate seems to be about 1 point towards neutral every 5 minutes or so.
Most levers within a Station are tied to each other, Gossip is the exception. Winning a Gossip Parley will increase the Gossip lever without lowering the others. Winning a Convince Parley will increase the Convince lever, and decrease the Entertain, Incite and Interview levers.
While time consuming, it is possible to receive two buffs from the same Station in addition to the Gossip buff. This is possible because levers can not go below 0. So for instance, if you were to win 100 Soldier-Convince Parleys, the Soldier-Convince lever would be at 100. If you were then to win 100 Soldier-Incite Parleys, the Convince and Incite levers would both be at 50 giving you the benefit of both buffs.

You move a lever by engaging in Civic Diplomacy and winning. The amount the lever moves is based on your Presence:
