From Vanguard Wiki

A form of Item Storage which is not immediately accessible to characters. Banks are usually NPC-owned, and local, meaning players will need to travel to the location of the bank to retrieve items. Banks tend to contain mailboxes and an Exchange Broker.

In Vanguard, as of the 5th January 2007 patch notes, have 50 item slots available for each player to fill.
